Kenya’s correctional system releases thousands of individuals every year, yet many return to communities with little to no structured support. This gap has led to a national recidivism rate estimated between 30-40%, driven by a lack of post-release structures and systemic barriers that block ex-prisoners from basic needs like banking, employment, and housing.
To address this crisis, FLAIR Africa is proud to announce the 2026 launch of the Yellow Ribbon Initiative, a comprehensive, community-anchored reintegration programme designed to break the cycle of reoffending and rebuild safer communities across Kenya.
The Yellow Ribbon Initiative recognizes that sustainable reintegration requires more than just a single intervention; it requires a multi-pillar support system. Our mission is to reduce prison congestion and promote community safety through ten integrated service pillars:
The challenges facing ex-prisoners in Kenya are profound. Currently, prisons operate at over 161% capacity, exposing inmates to deteriorating mental health and infectious diseases. Upon release, individuals face:
The Yellow Ribbon Initiative will begin with a Phase 1 Pilot (Years 1-2) focusing on the Nairobi and Mombasa catchment areas, with a target of 500 participants. Following the pilot, the programme will scale to Kisumu, Nakuru, and Eldoret, with an ultimate goal of a national rollout to all 47 counties by Year 5, supporting over 10,000 participants annually.
By investing in reintegration, we aren’t just helping individuals; we are reducing the cost to the public and government.
Sustainable change is a community process. Through partnerships with the non-state actors, government, the private sector, and local leaders, we are committed to ensuring every person leaving incarceration has a genuine opportunity to rebuild a dignified life
